I looked out of my window this morning and saw the evidence of growth in my flower garden….How amazing that old dried out brown bulbs that are placed in good nutrient filled soil can magically grow and pop through hard dirt and produce such beautiful flowers. I thought about our children who have been deprived of good environments for so long and the need they have to be planted by caring tender hands, in soil filled with understanding, kindness and patience. When we place these children in your homes there seems to always be that dormant time where you don’t see anything growing and the view of their hard and un-changing ways make you want to give up…. That’s the winter of these tender bulbs whose shoots have not broken through the hard soil of abuse and neglect into the warmth of sunlight that you have been showing them…. Take heart, and look harder as time passes and you feed the soil with kindness, you will begin to see the signs of growth and then the beautiful blossom of all they can be, announcing to you that Spring has finally come.

With our children the Winters seem oh so long and at times we believe this child will only have Winter… but take heart…. The warmth of your kindness has healing powers to melt even the hardest ground and often produces the largest bloom…. May your gardens grow tall and full and your hearts be filled with nutrients of hope for all our children.

Have you noticed that there seems to be a lot of excitement in children these days? Or maybe you have noticed that there is an absence of excitement in the children you have in your homes. The holidays can bring out many feelings in our children and along with that comes the behaviors. Remember as you're thinking of gifts to put under the tree this year for children in your homes, what gifts you can put in the "empty cups" of our emotionally drained and scared children. Have you thought of giving the gift of individual time, one-on-one reading a special book that you choose for them at Christmas, or a special game that can help them with the social problems they are having around sharing and following rules. Maybe a picture of that parent they miss so much put on a T-shirt that they can wear and feel close to when not at home. Children have traditions that they treasure even if it’s having pizza and pop on Christmas Eve, so try to incorporate something that they have done with their family at Christmas into your family celebration and by doing so you will value who they are. If you ask what they have done and they get quiet or say nothing, then ask them to think of something they would like to plan with you around the holidays. This not only gives them a sense of value, but will also let them feel connected with you and your family.

I personally struggle a bit at Holidays due to past disappointments and know that having someone acknowledge that sadness can go a long way in healing and creating new and special memories about the holidays. What child have you stood by in their emotions? What child will you give the gift of Belongingness to this Holiday season? I wish you the best that the season has to offer and the Joy that standing with a Child brings all year long.

The Holidays are just around the corner, and Marion Polk Foster Parent Association is accepting requests for "holiday wishes." Foster/Adoptive Parents may request a gift with a value of $30 or less for each child in their home.

Upcoming Special Trainings

Certified Families are required to complete 30 hours of training every two years to maintain their certification.  We have some specialized trainings coming up, including some in partnership with Portland State University.

Understanding and Responding to the Sexual Behavior of Children (PSU Training)
September 13th, 6-9pm
Attend this workshop and learn to identify sexual behaviors ranging from normal exploration to "No doubt about it, I better get some help or make a referral!" Gain confidence in identifying different levels of sexual behavior and how to respond to children with specific interventions when sexual behaviors are occuring with children in your care.

Learn how to be with your child and meet their needs as well as help organize their feelings. This training will help you understand why you are comfortable in some of your parenting and not so much in other areas of your parenting.

Working With Explosive Behaviors

Part III: October 25th, 6-9pm

Ethnic Hair and Skin Care (PSU Training)
October 17th, 6-9pm
You will learn the most effective ways to correctly and confidently take care of ethnic hair. By learning to identify different hair and skin types, as well as possible skin and scalp disorders, caregivers will be able to assess the needs of the individual child. By learning more of the pros and cons of "press and curl", use of pony tails, locks and dreads, caregivers will be able to discuss options with the children to determine what best suits their individual needs and personality. This knowledge will build a cultural awareness and understanding that will help caregivers to encourage confidence and healthy growth in children that will last a lifetime.

Caring for the Sexually Abused Child (PSU Training)
October 24th, 6-9pm
Children who have experienced the trauma of sexual abuse will require additional understanding and supervision. Helping them to heal while keeping them safe will be a challenging job for foster, adoptive and relative caregivers. This class will help the caregiver understand the effects of abuse on children at all developmental ages, and will provide some ways to encourage healing and provide safe structure for all in the home.

Clothing Closet

Do you like name brands like: American Eagle, Hollister, Aeropostale, Volcom, Old Navy, Gap, DC, Etnies, Nike, and more?? We are in dire need of some worker bee's in the clothing closet. If you have some kids that need some Community Service hours, or independent life skills training, this would be a great opportunity to get the closet cleaned and their hours done (with your supervision). Plus some free clothes in the process, a WIN - WIN situation!!

If you have tween to teen girls and/or boys and they like clothes, and shoes, bring them down. They can help change out their closet by helping organize ours. All they would need to do is toss the old ripped, stained or ugly stuff, and hang the new, nice stuff.

Direct Deposit Payment issues

I want to take this chance to first of all say thanks to all of our excellent foster and adoptive parents. The difference you make in the lives of our children is greatly appreciated. I know there are some great rewards to providing the care that you do, although I'm sure most days it might be difficult to remember what those are. I also know you face great challenges. When those challenges come because of personnel transitions, miscommunication with DHS or Statewide system changes those challenges can feel even greater. We truly strive to be a helpful partner with you while you care for these precious lives in your homes and I'd encourage you to connect with your certifier, caseworker or adoption worker if you ever have question or concern.
Those things being true, I wanted to make you aware of new information we received about monthly payments. Many of you know that not all things have transitioned smoothly since the conversion to our new child welfare information system, ORKIDS. Some of you that had been receiving your monthly payment by way of direct deposit have received a paper check . Originally we were told that you didn't have to do anything to correct that error and that it should change back to direct deposit in the next couple of months. Yesterday we learned that is not true. If you were receiving your monthly payment by way of direct deposit prior to the ORKIDS conversion (September 2011) and are now receiving a paper check you need to re-submit the Direct Deposit form to have that changed back. You can find the form on the website under Caregiver Resources/Forms. There are clear instructions about how to complete this form and who to send the information to when it's complete. I'm sorry for the inconvenience.
If you have always received a paper check and would like to have it directly deposited into your bank account you can also, complete the attached form. This form, and others that might be helpful to you as a provider, can be found on our website marionfosteroradopt.com, under the forms tab.

We are having an informational meeting about foster care, adoption and respite on November 17th at 6pm at the Ike Box (299 Cottage St, Salem Or 97301) Come meet some Foster/Adoptive parents, DHS staff and other folks from the community as we discuss the steps to begin caring for kids through foster care or adoption. Strong, stable and caring foster parents are needed in your neighborhood to keep kids safe, give hope to a child in need, and strengthen your community. You can make a difference.

Psychotropic Medication Flow Chart.

Just wanted to send a reminder about the required consent and documentation needed for all children in foster care who are prescribed psychotropic medications. I've attached the flow chart. Please ask your certifier or the child's caseworker for the Consent Form if you need one. If you have any questions about this process or your responsibility as a foster parent, please connect with your certifier. (I know the flow chart may be hard to read, please get the full sized flow chart from your certifier



Foster Family Day at the 2011 Oregon State Fair.

The Oregon Parks and Recreation Department is happy to announce that Wednesday, Aug 31, 2011 is Foster Family Day at the 2011 Oregon State Fair. Oregon foster, guardian and adoptive foster parents and their children will be allowed complimentary access to the Oregon State Fairgrounds to enjoy the day's activities. Access will only be granted only when presenting a valid certificate demonstrating one's foster family status. Any of the following documents will be accepted as proof of eligibility at admission gates:

o Certificate of Approval to Maintain a Foster Home for Children, issued by the Oregon Department of Human Services;

o Foster Family Special Access Pass, issued by the Oregon Department of Parks and Recreation;

o Adoptive Foster Family Special Access Pass, issued by the Oregon Department of Parks and Recreation; or

o Foster Home Certification issued by IWC/Foster Parent Services, Tribes of Oregon.

In addition to presenting the above-mentioned proof, the following conditions apply:

* You must present valid matching photo identification;

* Only the proof holder's family may be granted complimentary admission; and

* The foster children must be present for the family to be eligible for the discount.

If you are unable to comply with any of the above requirements, we regret we won't be able to honor the discount and we encourage you to take advantage of our many specials and promotions.
